Former West Indies captain Darren Sammy will arrive in Pakistan next month to participate in a pre-tournament event for Pakistan Super League (PSL) franchise Peshawar Zalmi.

One of the most exciting signings of PSL, Sammy who has visited Pakistan twice to participate in the tournament, will visit Peshawar — the hometown of Zalmi — for the first time.

“Peshawar Zalmi's captain and Pakistan's most loved foreign player, Darren Sammy, will be travelling to Pakistan to attend the kit and anthem launch ceremony,” Zalmi owner Javed Afridi said.

“Our efforts and hard work have finally paid off as Peshawar Zalmi returns home,” he added.

According to a statement, the kit and anthem launch of the franchise will be held on February 4 at Khyber Pakhtunkhwa Governor House.

"PeshawarZalmi Kit and anthem launch ceremony is open for families.

South African batsman Hashim Amla has termed Mohammad Asif the best international fast bowler he ever faced in his career.

In an interview with SuperSport, the Protean batting great was asked about the best international pacer he came across in his career.

“Mohammad Asif is the best one [I faced], and [I know] he got banned for [spot] fixing but at that stage, he was the best fast bowler I’ve ever faced. He was not quick, 135kph maybe, but his accuracy was phenomenal,” Amla said.

The batsman admitted he could never tell if Asif’s delivery would nip away or in.

“We played him in South Africa and even in Pakistan in 2007. [If] he landed in the first stump I didn’t know if it was nipping away or nipping in… He tested your defence really, to the maximum.”

Amla said in the years since, many other cricketers also thought Asif was the toughest bowler they batted to.

Qatar punished unwelcoming hosts United Arab Emirates 4-0 in a politically charged clash marred by disgraceful crowd behaviour on Tuesday to reach their first Asian Cup final.

The Qataris, whose national anthem was drowned by boos before the game, face Japan in Friday's final after goals from Boualem Khoukhi, Almoez Ali, Hasan Al-Haydos and Hamid Ismaeil sealed victory for the 2022 World Cup hosts amid ugly scenes in Abu Dhabi.

As they celebrated victory and a record sixth clean sheet at a single Asian Cup, shoes were thrown at them and plastic bottles rained down from angry local fans — as they had for every Qatar goal, midfielder Salem Al-Hajri hit on the head after their third.

A clash bristling with simmering regional tension over the long-standing Gulf blockade of Qatar quickly burst into life as a meaty tackle from Bandar Al-Ahbabi on Akram Afif put the Qatari midfielder up in the air.

But Qatar drew first blood after 21 minutes when Khoukhi's shot squirted under UAE goalkeeper Khalid Eisa, to the horror of a hostile crowd of 38,000.

Afif was then targeted by bottle-throwing Emirati fans as he tried to take a corner, appealing desperately to the referee as he stepped away from the kick.

Qatar exacted swift retribution eight minutes before the break, Ali smashing home a right-footed shot from the edge of the box to equal Ali Daei's 1996 record of eight goals in a single Asian Cup.

As the Sudan-born striker celebrated with his teammates, more bottles and shoes were flung at the players as the atmosphere began to turn sinister.

A half-time entertainer sang "Let's bring Asia together" but there was little harmony as the crowd — boosted by mass giveaways exclusively to locals — continued to hurl abuse at the Qataris.

UAE almost pulled a goal back after the interval when Ali Mabkhout's deflected shot forced Saad Al-Sheeb into a fingertip save before substitute Ahmed Khalil also tested Al-Sheeb's reflexes.

But Qatar never looked seriously threatened and captain Al-Haydos coolly chipped in a third to spark more fury from the UAE fans, Al-Hajri knocked to the ground as more missiles streamed onto the pitch.

Defender Ismail Ahmed was then shown a red card in stoppage time for an elbow on Al-Hajri before Ismaeil added a fourth to compound UAE's misery.

The Irish UFC fighter took to Instagram to share a video of himself flicking through the brochure of his new personalised luxury yacht.

The boat is a 75-foot Prestige 750, which has an on-the-water price of £2.6 million ($3.4 million) before an extras have been added, according to Ancasta International Boat Sales.

The brochure says it is "built for Mr Conor McGregor" and has a quote from the fighter on the cover: "Chasing the dream inspires me."

The Prestige 750 is the boatmaker's flagship vessel, featuring four cabins (plus one for crew), two decks, a walk-in closet, and a hydraulic bathing platform.

After flicking through a few pages, the fighter zooms in on another quote, this time from boxing legend Muhammad Ali, which reads: "He who is not courageous enough to take risk will accomplish nothing in life."

There's an embarrassing typo, though — the boxer's name has been misspelt as "Mohammad."

In the video, McGregor appears to be wearing his diamond-encrusted Audemars Piguet Royal Oak Offshore watch in the video, the price of which we can only guess at.

Neither McGregor's watch nor his new vessel should put too much of a dent in his savings, though — Forbes estimates that the fighter earned $85 million for his 2017 boxing bout against Floyd Mayweather, more than five times his previous top paycheck.

McGregor appears to have been training hard since his defeat to Khabib Nurmagomedov at UFC 229 in October.

The latest fighter rumoured to be his next opponent is Donald "Cowboy" Cerrone who is on a vicious winning streak.

Cerrone's recent win at UFC 143 earned him a tweet from McGregor himself, saying: "For a fight like that Donald, I'll fight you. Congratulations."

Cerrone then told ESPN that a bout against McGregor is "what's maybe next."

He said: "For a guy in his position, he can pick and do what he wants, I'm just a pawn in the show, if you want to do it, I'm honored. It's cool, man. I'm sure he's going to try to get under my skin, he's the king of talking s---."

Federal Minister for Information and Broadcasting Fawad Chaudhry has expressed hope that the upcoming edition of Pakistan Super League (PSL) will be the last edition that is played in the United Arab Emirates.

Addressing the opening ceremony of “Maidan Sajana Hai, Pakistan ki Shaan Barhana Hai” campaign, Chaudhry said, “We want to shift the cricket gala to Pakistan.”

He added, the enthusiasm shown by cricket fans at the National Stadium in Karachi and the Gaddafi Stadium in Lahore will likely be seen in the UAE during this year’s edition.

“Pakistan has a bright future under the leadership of Prime Minister Imran Khan who has brought a paradigm shift in the foreign policy in just six months,” Chaudhry said.

He continued, “After taking charge of the government, the premier has reviewed policies and Pakistan has become an important player in the region and the stature of Pakistan has increased in the eyes of the world.”

Speaking about Pakistan’s relations with other countries, the information minister said, Pakistan has strategic relations with Saudi Arabia and UAE.

“The ties with these countries has become even more important as a large number of Pakistani expatriates are working there.”

Moreover, he said before Pakistan Tehreek-e-Insaf came into power, Pakistan’s relations with the United States had deteriorated.

“Imran Khan is Pakistan’s best bet in bringing stability to the region,” he said quoting US senator Lindsey Graham.

Furthermore, Chaudhry said the present government’s economic policies are based on controlling imports, increasing exports, stopping deindustrialisation, the revival of industry and encouraging expatriates to send remittances through legal channels to double them from the present $20 billion to $40 billion per year.

“Pakistan became part of the regional conflict in the 1980s, however, after suffering huge losses it has now come out of it.

Had there any other nation it would not have survived but Pakistanis are a resilient nation and they survived,” added.

According to him, Panra will also be a part of women empowerment activities led by the Zalmi Foundation.

Meanwhile, Panra expressed her joy for joining the Peshawar Zalmi, and said "I am sure that the team will perform brilliantly in Season 4 and wins the support of Zalmi fans.”

She further appreciated Afridi for initiating such programs as the Zalmi Madrasa League, the Zalmi School League, the Zalmi School League and the Zalmi Azadi Cup.

Panra had sung an anthem for the Peshawar Zalmi in the first season of the PSL while she is expected to sing another anthem for her team very soon.

Hosts Australia will take on Pakistan's men and India's women for the opening fixtures of the T20 World Cups in 2020, organisers said Tuesday as the draw for the tournaments was announced.

The T20 World Cups are being held in the same year and in the same country for the first time, with the men's and women's finals to be played at one of the world's biggest stadiums, the Melbourne Cricket Ground.

Ten women's teams will play in 23 matches from February 21 to March 8, with reigning champions Australia to clash with India in the opening game in Sydney.

The men's competition, from October 18 to November 15, will feature several qualifying matches before Australia kicks off the Super 12 group stages on October 24 against top-ranked Pakistan at the Sydney Cricket Ground.

Australia, Pakistan, the West Indies, New Zealand and two qualifiers make up one side of the draw, with defending champions the Windies starting their title defence against the Black Caps on October 25.

India, England, South Africa and Afghanistan and two qualifiers make up the other side of the draw.

For the women's fixtures, four-time winners Australia are in Group A with New Zealand, India, Sri Lanka and one qualifier, while West Indies and 2009 champions England join South Africa, Pakistan and a second qualifying team.

The women's final will be played on March 8 to coincide with International Women's Day, and the men's final will be held on November 15.

Inter Milan are 19 points behind the leaders after losing 1-0 at Torino earlier on Sunday.

Lazio drop to eighth place -- three points off the Champions League spots -- after their second defeat in a row after losing to Napoli by the same score last weekend.

"It must have been the kitman´s fault, giving us ten shirts of different colours because we couldn´t pass the ball to each other," said Allegri.

"For sixty minutes it was the worst Juventus of the year," continued captain Giorgio Chiellini.

"Paradoxically after the goal disadvantage we found the motivation to win it.

"We´ve got players who make the difference. (Goalkeeper Wojciech) Szczesny kept us on our feet, we were lethal in the end."

The champions had struggled for the first hour in the Stadio Olimpico as Lazio piled on the pressure.

Daniele Rugani pulled off a goal-line clearance, after Joaquin Correa dribbled past Can and Leonardo Bonucci, with Szczesny denying Luis Alberto and Marco Parolo.

German midfielder Can´s woes were compounded just before the hour mark when he ducked down and instead deflected the ball into his own net off a corner.

Novak Djokovic says he is motivated by "having a shot" at Swiss great Roger Federer's all-time men's record of 20 Grand Slam victories.

The 31-year-old Serb, the world number one, thrashed great rival Rafael Nadal 6-3 6-2 6-3 to claim his 15th major in Sunday's Australian Open final.

It was his third Slam in a row, having won Wimbledon and the US Open in 2018.

"I'm aware that making history in the sport I truly love is something special," he said.

Top seed Djokovic's record seventh men's singles victory in Melbourne moved him outright third ahead of American Pete Sampras in the all-time list, closing in on Federer and Nadal (17).

"Of course it motivates me," he said.

"Playing Grand Slams, the biggest ATP events, is my utmost priority in this season and in seasons to come.

"How many seasons are to come? I don't know. I'm not trying to think too much in advance.

"I do want to definitely focus myself on continuing to improve my game and maintaining the overall wellbeing that I have - mental, physical, emotional - so I would be able to compete at such a high level for the years to come."

Victory over Britain's Andy Murray in the 2016 French Open final meant Djokovic became the first man since Rod Laver in 1969 to hold all four majors at once.

"I have to work on my game, my clay-court game, more specifically than I did last season," Djokovic said.

"I need to play better than I have last season. I am already playing better but I mean on clay specifically, in order to have a chance and shot at the title.

"The ultimate challenge there is to win against Nadal. Then you have Dominic Thiem and Alexander Zverev, Roger is probably going to play.

"You have a lot of great players that on clay can challenge me or anybody else."

Djokovic was ranked outside the world's top 20 last July after coming back from elbow surgery but has shown he is back to his best.

"Twelve months ago it was highly unlikely I would be holding three Slams," he said. "Not impossible, but highly unlikely.

"I don't want to sound arrogant, but I always believe in myself.

"I think probably the biggest secret of my success, if I can say, or probably any other athlete, is self-belief.

"Always digging deep in the moments when you're facing adversity, digging those moments of complimenting yourself, visualising yourself as a winner, trying to be in a positive state of mind.

"Twelve months ago after the surgery because I wasn't playing well, I wasn't feeling good on the court - I was questioning everything.

"I was doubting whether I will be able to play everyone on this level because I didn't know to what extent the operation of my elbow would affect my game."

Djokovic said victory over Nadal in Sunday's one-sided final ranked "at the top" of his 15 major triumphs.

It was the Serb's biggest margin of victory in a Grand Slam final.

Djokovic made only nine unforced errors against Nadal, taking his tally to just 23 in his final three matches - a total which was fewer than the number he had made in each of his opening four matches.

"Under the circumstances, playing against Nadal, such an important match, it's amazing," he said.

"In back-to-back semi-finals and finals, to make so few unforced errors is pleasantly surprising to myself.

"At this level, it was truly a perfect match."

The 2009 champion had not dropped a set on his way to the final but the fact he had come into the tournament without competitive action since September's US Open because of injury seemed to catch up with him.

"The way he played was unbelievable," Nadal said. "But at the same time it is true that physically I was not able to have that extra thing.

"I have been playing against a player that was at the highest level possible.

"With the way he was hitting, maybe it was difficult to beat him even if I was at my 100%.

"I have been lots of months without having the chance to practise, without having the chance to compete.

"It has been a positive two weeks. The only thing probably that I need is time and more matches."

I definitely think Novak could beat Roger's Grand Slam record.

It will be interesting to see how he manages to maintain this level. He knows what it has been like to feel his best. It was only a matter of time before he found that again.

It has been frustrating for him at times but it shows how motivated he has been to get that level back. It's a great achievement for him and his team.

He made it look so effortless and so easy out there but there is so much hard work that goes into it - from every bite that he puts in his mouth, every recovery practice is with a full focus.

He likes it to be all Zen.

The amount of focus and discipline he has put in to get to this level has to be extremely high and when he gets to this stage, he is then capable of showing the whole world.

Pakistan's Asif Ali and Sahibzada Farhan departed for South Africa on Monday for next month's three-match Twenty20 series against South Africa.

The two cricketers departed for South Africa from Allama Iqbal International Airport and will be joining the national cricket team. Asif and Farhan are part of the 15-man squad for the T20 series against South Africa.

Meanwhile, openers Imam-ul-Haq and Shan Masood will return to the country after featuring in the one-day series.

Mohammad Rizwan, who is replacing Sarfaraz Ahmed in the T20 squad following his suspension, will remain in South Africa. Sarfaraz will return to Pakistan tonight.

Shoaib Malik will be captaining the team in the last one-day and T20 series as Sarfraz has been suspended for four matches after accepting that he was in breach of the ICC’s anti-racism code for his remarks against South Africa's Andile Phehlukwayo.

Pakistan, who are currently playing a five-match one-day series in South Africa, will play Twenty20 matches in Cape Town on February 1, Johannesburg on February 3 and at Centurion on February 6.

Pakistan beat South Africa by eight wickets in the fourth one-day international at the Wanderers Stadium on Sunday.

Earlier, Pakistan shrugged off the loss of captain Sarfraz Ahmed to suspension as left-arm fast bowler Usman Shinwari took four wickets in six balls and South Africa were dismissed for 164 in the fourth one-day international.

Ahmed is returning immediately to Pakistan after being suspended for four games by the ICC for making racist remarks about the Proteas Andile Phehlukwayo during last week s ODI in Durban.

It gave the visitors an outstanding chance of squaring the five-match series with one match to play.

Stand-in skipper Shoaib Malik handled his bowlers and fielders astutely and South Africa were kept under pressure almost from the time Malik won the toss and sent them in onto a Wanderers Stadium pitch which had early life.

Shaheen Shah Afridi made two early strikes before Hashim Amla (59) and captain Faf du Plessis (57) made half-centuries and put on 101 for the third wicket.

But Malik s use of spinners Imad Wasim and Shadab Khan kept the scoring rate in check and both batsmen fell to the slow men before the fast bowlers returned.

Mohammad Amir dismissed the dangerous David Miller before Shinwari had Rassie van der Dussen caught behind for 18 and bowled Dale Steyn for a two-ball duck.

Kagiso Rabada was caught behind first ball and Beuran Hendricks survived an appeal for leg before wicket with what Shinwari hoped was the hat-trick ball. The ball was crashing into the stumps but Shinwari acknowledged that umpire Bongani Jele had made the right decision because there was a faint inside edge.

Shinwari had Phehlukwayo caught at slip off the first ball of his next over before Shadab Khan had last batsman Imran Tahir caught in the deep.

South Africa were defending a perfect 7-0 record on what has become known as Pink Day with their players and many spectators dressed in pink in aid of breast cancer awareness.

Pakistan captain Sarfraz Ahmed has been suspended for four matches after accepting that he was in breach of the ICC’s Anti-Racism Code for Participants following an incident that occurred during the second ODI against South Africa in Durban on Tuesday.

Sarfraz aimed a comment at South Africa all-rounder Andile Phehlukwayo which resulted in Sarfaraz being charged with an offence under the Code, namely;

“Engaging in any conduct (whether through the use of language, gestures or otherwise) which is likely to offend, insult, humiliate, intimidate, threaten, disparage or vilify any reasonable person in the position of a Player, Player Support Personnel, Umpire, Match Referee, Umpire Support Personnel or any other person (including a spectator) on the basis of their race, religion, culture, colour, descent, national or ethnic origin.”

Sarfraz will miss the remaining two matches of the ongoing ODI series as well as the first two matches of the T20I series to follow.

As per Article 7.3 of the Anti-Racism Code, Sarfraz will also have to undergo an education programme to promote the understanding and awareness of issues directly relevant to the offence that he has committed. The ICC will work with the PCB to determine when and how this should take place.

The incident was initially reported by Ranjan Madugalle of the Emirates Elite Panel of ICC Match Referees after he conducted initial investigations and spoke to both players after the match. Following a further investigation, the ICC General Counsel, Iain Higgins, then determined that the player had a case to answer under the Code, and the player was issued with a charge notice on 26 January.

ICC Chief Executive David Richardson said: “The ICC has a zero-tolerance policy towards conduct of this nature. Sarfaraz has promptly admitted the offence, was regretful of his actions and has issued a public apology, so these factors were taken into account when determining an appropriate sanction.”

All-rounder Shoaib Malik will be leading the side in the wicketkeeper-batsman’s absence — who won the toss and decided to bowl first in the fourth ODI against South Africa in Johannesburg.

“You are all aware of the incident that took place during the second ODI,” Malik said at toss when asked about Sarfraz’s absence. “That is the reason why I’m leading the team today.”

Wicketkeeper-batsman Mohammad Rizwan will replace Sarfraz in the Pakistan lineup.

Light rain in Lahore and its adjacent area in the wee hours of Wednesday brought the mercury further down and turned the weather cold.

Rain was also reported in Sialkot, Mian Channu, Attock, Bahawalnagar and Jahanian. According to Pakistan Meteorological Department (PMD), the current rain spell will continue for the next 24 hours.

A sudden downpour in Karachi Wednesday night left citizens overjoyed, especially with no power outage reported apart from in Malir and North Karachi. 

The rain and strong winds, however, turned the weather chilly, possibly extending the spell of winter in the metropolis. 

Areas that saw rainfall/drizzle included Saudabad, Jinnah Square, Malir, North Karachi, and Gulistan-e-Johar, Lasbela, Gulshan-e-Iqbal, Sohrab Goth, Clifton, and Defence.

According to Met Office, widespread rain is expected in Malakand, Hazara, Peshawar, Kohat, Mardan divisions, Rawalpindi, Gujranwala, Sargodha, Lahore, Faisalabad divisions, Islamabad, Gilgit Baltistan and Kashmir, while at scattered places in Bannu, D.I.Khan, Multan, Sahiwal, Bahawalpur, D.G.Khan, divisions, while at isolated places in Mirpurkhas division during next 24 hours.

President Donald Trump on Wednesday called top US intelligence chiefs “extremely passive and naive” on Iran and dismissed their assessments of the threat posed by North Korea a day after they contradicted his views during congressional testimony.

Leaders of the US intelligence community told a Senate committee on Tuesday that the nuclear threat from North Korea remained but that Iran was not taking steps toward making a nuclear bomb, differing with Trump’s views on those countries.

“The Intelligence people seem to be extremely passive and naive when it comes to the dangers of Iran. They are wrong!” Trump said in a Twitter post.

The Republican president said Iran was “coming very close to the edge” and suggested. “Perhaps Intelligence should go back to school!”

Trump last year pulled out of an international nuclear deal with Iran put in place under his Democratic predecessor Barack Obama and re-imposed sanctions on Tehran.

The US intelligence officials told the Senate Intelligence Committee Iran was not developing nuclear weapons in violation of the 2015 nuclear agreement, even though Tehran threatened to reverse some commitments after Trump pulled the United States of the deal.

Their assessments also broke with other assertions by Trump, including on the threat posed by Russia to US elections, the threat that the Daesh militant group poses in Syria and North Korea’s commitment to denuclearize.

Trump has clashed with leaders of the US intelligence community, most strikingly in disputing their finding that Russia intervened in the 2016 US election to help him win the presidency.

Trump has invested heavily in improving relations with North Korea in hopes of getting the reclusive communist nation to abandon its nuclear ambitions. He broke with decades of US policy when he agreed to meet with North Korean leader Kim Jong Un last June and has planned a second summit in February.

“North Korea relationship is best it has ever been with US No testing, getting remains, hostages returned. Decent chance of Denuclearisation,” Trump said in a Twitter post, drawing a comparison to the “horrendous” relationship under Obama.

“Now a whole different story. I look forward to seeing Kim Jong Un shortly. Progress being made-big difference!”

However, Director of National Intelligence Dan Coats and CIA Director Gina Haspel told lawmakers Pyongyang viewed its nuclear program as vital to the country’s survival and was unlikely to give it up.

A number of North Korea analysts agree. “There is absolutely no reason or sufficient incentives for North Korea to give up its nuclear weapons. North Korea wants to play Trump and get sanctions off its back,” said Srinivasan Sitaraman, a political science professor at Clark University in Massachusetts.

Trump also defended his decision to withdraw 2,000 US troops from Syria on grounds that Daesh no longer poses a threat, saying “we’ve beaten them.”

“Caliphate will soon be destroyed, unthinkable two years ago,” Trump said on Twitter.

Trump has given the US military about four months to withdraw the troops in Syria, backtracking from his abrupt order last month that the military pull out within 30 days.

The U.S. spy chiefs said Daesh would continue to pursue attacks from Syria and Iraq against regional and Western adversaries, including the United States.

Intelligence committee member Senator Angus King, an independent who caucuses with Democrats, told CNN, “It’s still disturbing that the president doesn’t seem to want to listen to the people whose job it is to give him this information.”

A brutal cold wave hit the American Midwest on Wednesday, bringing temperatures lower than those in Antarctica, grounding flights, closing schools and businesses — and raising fears of hypothermia.

Mail deliveries were suspended and people encouraged to stay home in nearly a dozen US states where the mercury plunged into the negative double digits, the worst freeze to grip the region in a generation.

US media attributed at least five deaths since the weekend to the freezing conditions and a major snowstorm that preceded the blast of Arctic air gripping the region.

The phenomenon caused surreal scenes throughout the region, such as steam rising off the waters of Lake Michigan, parts of Niagara Falls solidified into frozen stillness, and blocks of ice covering the river winding through downtown Chicago.

America´s third city was in the direct path of the harsh weather and experienced its second-coldest day ever. Chicago was on track to break new records overnight when temperatures were forecast to reach their lowest points in the early hours Thursday.

"This is a historic cold, obviously," Chicago Mayor Rahm Emanuel told a Wednesday night news conference.

"They are life-threatening temperatures, and they should be treated accordingly," he cautioned.

The morning temperature in the Windy City was -22 degrees Fahrenheit (-30 Celsius), which felt like -50 degrees (-46 Celsius) with wind chill.

It was colder than Alaska´s state capital and even colder than parts of Antarctica.

"It feels like being close to dry ice," Leon Gilbert, 31, told AFP. "I can feel my skin tighten up."

Unlike most Chicago residents, Gilbert was required to report to his job at a Starbucks on a downtown street largely devoid of its usual bustle of people and traffic.

Sandwich shop manager Daniel Gonzalez, 37, also reported to work -- at 5:00 am.

"I have two shirts on... I have a hoodie, I have my big winter coat, I have a face mask and a skullcap and still cold," Gonzalez told AFP.

At Chicago´s O´Hare airport, a major regional hub for airlines, ground crews struggled with freezing equipment and were told to avoid spending more than 15 minutes at a time exposed to the cold, causing delays for flights that managed to take off.

More than 1,800 flights were canceled at Chicago´s two major airports, while rail operator Amtrak scrapped train services from its hub in the city.

Homeless at risk

The US Postal Service suspended deliveries in parts of Indiana, Michigan, Illinois, Ohio, Iowa, the Dakotas and Nebraska.

The cause of the sub-zero chill affecting tens of millions of Americans was a swirl of Arctic air that broke away from the polar vortex that usually encircles the North Pole.

The National Weather Service said temperatures would remain 25 to 45 degrees below average through Thursday, with wind chill values as low as -25 to -55 degrees Fahrenheit (-32 to -48 Celsius).

"The dangerously cold wind chills could cause frostbite on exposed skin in as little as five minutes," NWS said.

Illinois, Michigan, and Wisconsin implemented emergency measures.

Michigan Governor Gretchen Whitmer said government offices would remain closed through Thursday. Nonessential employees would stay home.

"The priority must continue to be on keeping people safe," she said.

Authorities and health experts warned of frostbite and hypothermia.

Hundreds of warming centers were opened for vulnerable residents such as seniors, buses were employed as mobile warming spaces, and shelter capacities were increased for the homeless, including the approximately 16,000 living on the streets of Chicago.

Transportation problems grow

Burke Patten, spokesman for Chicago homeless shelter provider The Night Ministry, said some of the homeless were reluctant to go to shelters.

"The concern would be whether they are going to be able to survive in these bitter cold temperatures," Patten told AFP.

Flight cancelations piled up throughout the country — more than 2,700 by the evening, stranding travelers such as Brandon Robinson who spent extra days at a Chicago hotel.

"I´m here until they let me leave," Robinson said.

Remnants of a weekend snowstorm continued to plague portions of the northeast US — with strong winds and blowing snow reducing visibility on roads.

Heavy snow was forecast in the northern stretches of Maine and snow squalls predicted for other parts of the east coast.

Before being sworn in at the palace, the 59-year-old, who is also the ceremonial ruler of central Pahang state, was given a welcome at the national parliament and inspected a guard of honour.

His predecessor, Sultan Muhammad V, stepped aside this month following just two years on the throne after he went on medical leave. Reports then surfaced he had married a former Miss Moscow.

No official reason was given for his abdication, but it was the first time a king had stepped aside before the end of his term in the Muslim-majority country.

Malaysia is a constitutional monarchy with a unique arrangement where the national throne changes hands every five years between royal rulers of the country´s nine states.

Pahang was next in line for the throne after Muhammad V stepped down, and Sultan Abdullah was formally chosen as the country´s 16th king by Malaysia´s royal families last week.

The new king is an avid athlete who holds a string of positions on sporting bodies. He is on the council of world football governing body FIFA, president of the Asian Hockey Association, and used to be the head of the Football Association of Malaysia.

After attending school in Malaysia, the keen polo player went on to study in Britain where he attended the Sandhurst military academy, according to a biography published on official news agency Bernama.

Despite the merely ceremonial role, Malaysia´s royalty command great respect, especially from Muslim Malays, the country´s majority group, and criticising them is strictly forbidden.

Portraits of the king and queen adorn government buildings throughout the country. The king is also the symbolic head of Islam in the nation, as well as the nominal chief of the military.

The SC rejected a review petition challenging the top court's decision to acquit Asia Bibi, a peasant Christian woman enmeshed in a years-long blasphemy row.

A three-member bench headed by Chief Justice Asif Saeed Khosa and comprising Justice Qazi Faez Isa and Justice Mazhar Alam Miankhel tossed out the petition against their decision last October to free Asia Bibi from death row, where she languished for eight years.

"Based on merit, this review petition is dismissed," Chief Justice Khosa told a hearing at the apex court, which overturned Asia Bibi´s death sentence for blasphemy last year.

"You could not point out [even] a single mistake in the Supreme Court's verdict," the top judge told the petitioner's lawyer.

The FO spokesperson, Dr Faisal, said that Bibi can travel inside Pakistan or make a foreign visit as she has been cleared from all charges from the highest court of the law.

Sources have informed Geo News that Bibi is still in Pakistan.

Zardari was elected MNA from NA-213 seat during the July 25 general election and is not qualified to be a member of the National Assembly, the petition added.

Opening batsman Quinton de Kock launched an assault on Pakistan's bowlers to set up a series-clinching win for South Africa in the fifth and final one-day international (ODI) at Newlands on Wednesday.

De Kock slammed 83 off 58 balls as South Africa chased down a target of 241 with seven wickets and ten overs to spare to seal a 3-2 series win.

“Quinny made it easy for the rest of the batters,” said South African captain Faf du Plessis, who said he was “extremely happy” with the way his team had played.

“Our best performance came tonight in a crunch game,” said Du Plessis. “The bowling was excellent and the fielding was really good. And when Quinny plays like he did tonight he's extremely difficult to bowl to.”

While man-of-the-match De Kock sealed the win with his dazzling strokeplay, South Africa's bowlers played a significant role by restricting Pakistan to 240 for eight despite an aggressive 70 by Fakhar Zaman.

While Zaman was at the crease, Pakistan were on course for a big total. He was fourth out after a 73-ball innings when the total was 128 in the 25th over.

But the scoring rate slowed after his dismissal, with only 49 runs scored in the next 15 overs.

“Our top three batters got starts and we wanted them to capitalise,” said Pakistan stand-in captain Shoaib Malik, who has temporarily taken the role from Sarfraz Ahmed after the wicketkeeper was banned for making a racist remark about Andile Phehlukwayo.

“White-ball cricket is all about the first three batters.”

Malik congratulated opening batsman Imam-ul-Haq, who was named man of the series after scoring 271 runs at an average of 54.20 in five innings. “He is improving day by day,” said Malik.

Malik said he believed Pakistan were making good progress ahead of the World Cup in England and Wales, which starts on May 30.

“A good sign for Pakistan cricket is that we are fighting to the last ball. We are going forward.”

Medium-paced all-rounders Dwaine Pretorius and Phehlukwayo both took two wickets in a disciplined South African bowling performance.

The left-handed Zaman hit ten fours in making his first half-century after a sequence of low scores in both the Tests and the ODIs.

He was dropped on 20 when he slashed Rabada to Hashim Amla, who could not hold a sharp, chest-high chance.

Fellow left-hander De Kock went for his shots from the start of South Africa's innings and had a let-off in the third over with his score on 12 when a mis-hit against Usman Shinwari looped to cover.

All five matches in the series were won by the side batting second.

South Africa made two changes from the side beaten by eight wickets in Johannesburg on Sunday, bringing in all-rounders Wiaan Mulder and Dwaine Pretorius for batsman David Miller and fast bowler Beuran Hendricks.

Mulder was a late addition to the squad after missing most of the season because of injury.

“We want to look at our all-rounders and see how they respond in this sort of situation,” Du Plessis had said.

Shoaib Malik had said he was happy to bat first in what was effectively a final. “It is a big game and if you put a score on the board it puts your opponents under pressure,” he said before the match.

France has banned all children under 15 from using their phones in school

Banning phones in school was one of Emmanuel Macron's pledges while campaigning for president.
Monday is the first day that French schoolchildren under 15 cannot use their cellphones at any point during the school day, thanks to a new nationwide law.

The ban, passed in July following a campaign pledge made by French President Emmanuel Macron, will affect elementary and junior high schools across the country as they return from the summer break.

The new law, which went into effect on August 5, bans all types of cellphones, as well as tablets and smartwatches.

While a ban on cellphones during class hours was already in place since 2010, the new law extends to breaks and mealtimes.

Schools are free to choose themselves if they will implement the ban for students over 15. There are also some exceptions to the ban, such as for students with disabilities.

"A law for the 21st century"

Under the new law, students have to turn their phones off during the day or put them in lockers, the Associated Press reported. Schools will independently deal with the logistics of how students will be kept away from their phones, the news agency said.

The law was introduced amid fears that students were becoming too dependent on and distracted by their smartphones.

Education Minister Jean-Michel Blanquer in June hailed the legislation as "a law for the 21st century," and said it would improve discipline among France's 12 million schoolchildren, Agence France-Presse reported.

"Being open to technologies of the future doesn't mean we have to accept all their uses," he said.

Getting boats to children who have to swim to school

What if your daily commute meant swimming through mangroves?
Imagine if going to school meant swimming and wading through water and mangroves, your school books tied up in a plastic bag over your head.

All the while, you're struggling to keep your face above water and fighting against the current.

For some children in the Philippines, this is a daily routine - but a charity is trying to make it easier for them to get their education by providing communities with boats.

The Yellow Boat of Hope Foundation started out as a small idea on social media yet over the years has become a countrywide charity helping school children in need.

The first community where the charity got involved was one of fishermen and seaweed farmers living in stilted houses in the sea off the coast of Zamboanga City, a poor region of Mindanao in the south.

The children had to wade as far as one kilometre through water just to get to school. If the tide was high, the wading became swimming.

"That's dangerous and unsafe even if they are good swimmers," says the charity's founder Jay Jaboneta. And many of the children are not.

Yet with all the community's boats used for fishing, there's often been no other choice.

The children had to bundle their books and uniforms in plastic bags to keep them dry as they make their long and arduous way to school.

"I didn't know about this situation - when I found out I was shocked and posted about it on Facebook," said Mr Jaboneta, who grew up nearby.

Things then started snowballing when many of his friends responded - and some began pledging money to help the situation.

Today, the foundation is active all across the Philippines, primarily funding school boats - all painted in bright yellow corresponding to the colour of the country's school buses.

A small boat costs about $200 (£150) and will fit around six to eight children, who will have to row it themselves.

The bigger boats, some of which even have an engine, are steered by an older student, parent or teacher.

Boats, dormitories, a mobile classroom
As the charity has grown over the years, they have also taken on some other projects to help poor or remote communities accessing education.

"The problems that such communities face are very different from case to case," explains Mr Jaboneta.

In some projects they've built dormitories for children who otherwise would have to walk for hours to get to school.

One of the latest projects is a large boat equipped with education material so that it can be taken to remote communities by a teacher and serve as a mobile classroom.

Overall, the charity has worked with almost 200 communities since 2010, the founder explains.

"Usually we work with the community leaders or the local schools," says Mr Jaboneta.

"Once we have funded a boat they can then take over the project and operate things themselves."

Donations for the work come mostly from the Philippines, he explains. An exception was 2013, after the country had been battered by deadly typhoon Haiyan - in the wake of this and the global headlines that came with it, there were also some donations from abroad.

But usually, the money comes from locals who want to help making a difference.

Given the project was kick-started on Facebook, it's often praised as an example of what an impact social media can have in stories like this.

And while Mr Jaboneta agrees that his posts at the very beginning were crucial to getting things going, he cautions that there remains a huge offline element to it.

He and co-founder Anton Lim have to call donors, sit down with them, go out and co-ordinate things with the local community leaders - it remains a lot of work, which is still entirely done by volunteers.

"I never imagined that a boat could be something so important, that it could make such a difference," Mr Jaboneta saying, summing up his experience of the past years.

"The Philippines is an archipelago of around 7,000 islands so there are boats everywhere - some estimates say it's about a million across the country. And so you can easily make the mistake of taking them for granted."

The freezing of Venezuelan gold by the Bank of England is a signal to all countries out of step with US interests to withdraw their money, according to economist and co-founder of Democracy at Work, Professor Richard Wolff.

He told RT America that Britain and its central bank have shown themselves to be “under the thumb of the United States.”

“That is a signal to every country that has or may have difficulties with the US, [that they had] better get their money out of England and out of London because it’s not the safe place as it once was,” he said.

The Bank of England is currently withholding $1.2 billion in gold from Venezuelan President Nicolas Maduro’s government, but is being urged by Washington to release it to the chairman of the National Assembly, Juan Guaido. Last week, the US backed Guaido as the legitimate president of Venezuela, after he declared himself interim president.

According to Professor Wolff, control of Venezuela’s oil has always been an urgent issue for Washington.
He also said that the collapse of Britain as a global power, which was accelerated by Brexit, is now about to take another step.

“One of the few things left for Britain is to be the financial center that London has been for so long. And one of the ways you stay a financial center is if you don’t play games with other people’s money,” he said.

The economist added that it is for the Venezuelans who put the money into the care of the British bank to determine what is done with it, and not for the Bank of England.

“You can be sure that every government in the world is going to rethink putting any money in London, as they used to do, when they are watching this political manipulation with the money that they entrusted to the British. It is very dangerous for the world but for Britain particularly,” said Wolff.

He explained: “What the British are showing is that they can’t continue apparently to be the neutral place where you can safely put your money.”

The man challenging President Nicolás Maduro’s hold on power called for nationwide protests on Wednesday to intensify pressure on a leader clinging to the presidency but increasingly abandoned by Western governments.

Juan Guaidó, the head of the opposition-controlled National Assembly who declared himself Venezuela’s rightful president last week, sought to maintain the momentum of his movement as Maduro’s government struck back, ordering that Guaidó’s assets be frozen.

The opposition leader shrugged off the government’s move and called on Venezuelans to step outside their homes and offices for a midday protest. “This January 30, we Venezuelans will unite in the streets peacefully to back our National Assembly, the opening of a path for humanitarian aid, a transitional government and free elections,” Guaidó tweeted several hours before the protest.

The Trump administration is leading an international campaign to drive the leftist Venezuelan leader from power, embracing Guaidó’s arguments that Maduro began a second term after an election riddled with fraud and years of increasingly authoritarian rule that plunged this oil-rich country into an economic and humanitarian catastrophe.

Maduro has relied on the support of the powerful armed forces to stay in office as his popularity has plummeted. On Wednesday, he attended military exercises, where he alleged a group of Venezuelan ex-military officers in Colombia were conspiring against him.

Earlier, he issued a new offer of dialogue to the opposition while warning the American people that intervening in his country could create a new Vietnam-style quagmire.

The dialogue offer, which has been made before, was immediately praised by Russia and drew a tweet from President Trump, who said it came after increased U.S. pressure on the Venezuelan government and economy. The reactions highlighted how the fight for power in the South American country has taken on the overtones of a superpower rivalry.

In Caracas, where supplies of food, medicine and electrical power have shriveled in the last few years, residents expressed frustration with the government but some were wary about joining protests. Maduro’s government has launched a fierce crackdown in working-class neighborhoods that once supported him but are increasingly rising up against his rule.

Rafael Tafuro, a 65-year-old carpenter who was waiting for the subway, said that “of course” he would take part in the demonstrations on Wednesday. “Do you think what we're living isn't enough?” he said. “I protest because of everything. I haven't had work in a year, I'm a carpenter. Materials are way too expensive, and no one has money to pay for my services.”

Edward Churio, 50, who is unemployed, said, “Honestly, I wasn't planning to participate. I'm out here to find work. If I have time then I'll go — only if there's no violence. If protesters get violent, then I'll leave. I want a solution, things to get better, no matter who is in government.”

In an interview with Russia’s RIA news agency aired Wednesday, Maduro said that he had sent letters to the governments of Mexico, Uruguay, Bolivia, Russia, etc. to involve them in a new process of dialogue with the opposition.

At the same time, he issued a message directed at the American people, warning them that the Trump administration was trying to carry out a coup d’etat in Venezuela that he said would be disastrous.

The United States wants “to put their hands on our oil like they did in Iraq, like they did in Libya,” Maduro added.

“I ask for the support of people of the United States so that there is not a new Vietnam,” Maduro said in the video posted on Facebook.

Russia, which has been Maduro’s most vocal international supporter and is a major investor in Venezuela, praised his willingness to negotiate with the U.S.-backed opposition. “The fact that President Maduro is open to dialogue with the opposition deserves high praise and is commendable,” Kremlin spokesman Dmitry Peskov told reporters in a phone call.

In an early morning tweet soon after, Trump seemed to suggest that Maduro’s offer for dialogue was prompted by “U.S. sanctions and the cutting off of oil revenue.” He said a “massive protest” is expected Wednesday and warned Americans against traveling to Venezuela “until further notice.”

On Tuesday evening, four journalists, two Venezuelans and two Chileans, were detained near the presidential palace in central Caracas where they were covering a small pro-government demonstration.

While the Venezuelans were released 10 hours later, the Chileans, Rodrigo Perez and Gonzalo Barahona of TVN, remain in custody, despite efforts by embassy officials to get them freed.

“We request the immediate liberation of our TVN journalists detained in Venezuela,” Chilean President Sebastian Pinera tweeted Wednesday morning. “Freedom of the press is another one of Venezuela’s victims.”

The detentions come as the government is increasingly limiting freedom of expression by intimidating journalists and warning radio stations not to transmit opposition rallies or speeches.

Authorities intensified pressure on the opposition Tuesday with a request by the chief prosecutor to freeze Guaidó’s assets. The request was later ratified by the loyalist Supreme Court as a preventive measure pending a full investigation. The move stopped short of a detention order — something the Trump administration has strongly warned against.

Speaking at the opposition-led National Assembly, which he heads, Guaidó dismissed the move as “nothing new under the sun.” He said it came from a government whose “only answer is persecution and repression.”

The United States strongly criticized the chief prosecutor’s effort. “Let me reiterate—there will be serious consequences for those who attempt to subvert democracy and harm Guaido,” White House national security adviser John Bolton wrote on Twitter.

The United States has escalated its efforts to unseat the leftist Maduro on Monday by punishing the state oil company, Petróleos de Venezuela S.A. (PDVSA), to transfer its control to the opposition. The U.S. move freezes $7 billion in U.S.-based assets and blocks more than $11 billion in revenue that Venezuela would get from oil sales next year through its U.S.-based company Citgo, which owns three refineries in the United States and employs thousands of workers.

In his interview Wednesday with Russian media, Maduro said the decision violated international law and called it one of Bolton’s “most insane” decisions.

“It is an unlawful decision in a bid to expropriate a Venezuelan asset, a Venezuelan company,” he said.

The Treasury Department said money would go to a fund that a transitional government headed by Guaidó could eventually access.

Revenue from oil sales to the United States and from Citgo, which imports Venezuela’s heavy crude oil, refines it and distributes gasoline throughout the United States, is one of the Maduro administration’s main sources of income. These sanctions, experts say, constitute the biggest setback that the populist Maduro has ever confronted.

Facebook paid users, including teens, to track their smartphone activity as part of an effort to glean more data that could help the social network's competition efforts, according to a new report that may raise fresh privacy concerns.

An investigation by the online news site TechCrunch said the effort, which had been known as the Onavo Protect and later rebaptised as Facebook Research, was used to gather data on usage habits.

The news could be a further embarrassment for Facebook, which has been under heightened scrutiny over failing to crack down on manipulation of its platform and for sharing private data with its business partners.

Facebook said it shut down the application on Apple's iOS on Wednesday after the TechCrunch article was published. It remained unclear if it remained active for Android users.

The report said the initial Onavo app was shuttered for violating Apple's privacy policy and that the newer version may also contravene Apple's terms.

The program paid users ages 13 to 35 up to $20 a month for "root" access to their devices to track their location, app usage, spending habits and other activity.

In a statement to AFP, Facebook said there was "nothing secret" about its efforts, and that Onavo and Facebook Research were separate programs.

"It wasn't 'spying' as all of the people who signed up to participate went through a clear on-boarding process asking for their permission and were paid to participate," the Facebook statement said.

"Finally, less than five per cent of the people who chose to participate in this market research program were teens. All of them with signed parental consent forms."

The project may have allowed Facebook to scoop up more data about younger users as it fends off a challenge from rival services like Snapchat, which has become more popular than Facebook among US teens.

She said the users of the browser are mainly from Malaysia and Indonesia.

“We’re promoting universal values — although SalamWeb is targeted to Muslims, it can be used by anyone,” Hasni Zarina said. “The internet can be a harmful place. It’s obvious that we need an alternative.”

Zarina aims to capture 10% of the 1.8 billion global Muslim population around the world.

She pointed out that the world’s largest technology companies from Google to Facebook are doing too little to address harmful content and false information.

SalamWeb marks web pages as appropriate, neutral or inappropriate with the help of community-vetted content filters. It also warns users about gambling or pornography sites in the search results.

US Intel Chiefs Warn Washington Risks Losing Friends, Influence

U.S. intelligence chiefs are sounding alarms about an ever more perilous future for the United States, one in which the country is in danger of seeing its influence wane, its allies waiver and key adversaries team up to erode norms that once kept the country safe and the world more stable.

Director of National Intelligence Dan Coats, along with the leaders of five other top intelligence agencies, delivered the grim assessment Tuesday, unveiling their annual worldwide threats report for lawmakers on the Senate Intelligence Committee.

Coats described the challenges facing the U.S. as a "toxic mix," combing the exploits of the "big four" — Russia, China, North Korea and Iran — and of non-state actors such as terrorists and criminal networks, and factors such as rapidly advancing technology, climate change and migration.

"It is increasingly a challenge to prioritize which threats are of greatest importance," Coats said, sharing testimony that often and repeatedly contradicted past assertions by U.S. President Donald Trump.

"We face significant changes in the domestic and global environment that has resulted in an increasingly complex and uncertain world and we must be ready. We must be ready," he added.

Driving many of the concerns, according to intelligence officials, is a growing alliance between Russia and China competing against the U.S. not just for military and technological superiority, but for global influence.

Russia-China nexus

"China and Russia are more aligned than at any point since the mid-1950s," the report warns.

That relationship is only likely to strengthen as both Moscow and Beijing attempt to take advantage of what they see as a growing U.S. unilateralism, it added.

Officials say that is already playing out in Europe where both countries find openings, as traditional U.S. allies question Washington's role and consider new partnerships.

The threat assessment, while not mentioning the Trump administration's focus on "America First" policies or its repeated criticism of alliances like NATO, cautions that many of these U.S. allies are already "seeking greater independence from Washington in response to their perceptions of changing U.S. policies on security and trade."

At the same time, China and Russia appear to be benefiting from different approaches.

Beijing is trying to win influence by selling would-be partners "a distinctly Chinese fusion of strongman autocracy and a form of Western-style capitalism as a development model and implicit alternative to democratic values and institutions," Coats said.

In contrast, Coats warned Russia is using weapons sales, private security firms and energy deals with some success across the Middle East, Africa and Southeast Asia.

North Korea

The intelligence chiefs also broke with Trump over North Korea less than a month after the president touted what he called an "incredible" meeting with North Korean nuclear envoy Kim Yong Chol.

"We have made a lot of progress, as far as denuclearization is concerned," Trump said at the time.

But Coats is skeptical that Pyongyang will ever give up its entire nuclear arsenal, pointing to "activity that is inconsistent with full denuclearization."

CIA Director Gina Haspel also said that despite indications North Korean leader Kim Jong Un "is trying to navigate a path toward some kind of better future," his calculations on the need for nuclear weapons do not seem to have changed.

"The regime is committed to developing a long-range nuclear armed missile that would pose a direct threat to the United States," she told lawmakers.

And while North Korea has not conducted a nuclear test in more than a year, Defense Intelligence Agency Director Gen. Robert Ashley likewise warned there is no reason to relax.

"They showed a capability to have an ICBM function," Ashley said, pointing to older missile tests. "The capabilities and threat that existed a year ago are still there."

Daesh

The U.S. intelligence community also expressed caution about the president's willingness to declare the demise of the Daesh terror group.

The Daesh head, Coats said, has been defeated, reduced to just a "couple of little villages" in Syria. But he said underestimating the group's resolve would be a mistake.

"Daesh is intent on resurging and still commands thousands of fighters in Iraq and Syria," Coats said, using an acronym for the group.

"Daesh will continue to be a threat to the United States, and we're going to have to continue … to keep our eyes on that and our interest in the realization that this terrorism threat is going to continue for some time."

Iran nuclear deal

U.S. intelligence analysts also appear to split with Trump over Iran and its pursuit of nuclear weapons.

"At the moment, technically, they are in compliance," Haspel said of the 2015 deal between Iran and world powers meant to prevent Tehran from pursuing nuclear weapons.

The U.S. withdrew from the agreement last May, after Trump decried it as "defective to its core," arguing that it would allow Iran to get economic relief and still have a path to nuclear weapons.

But for now, U.S. intelligence officials say Tehran is at least a year away from being able to produce a nuclear warhead, though they caution that with new U.S. and European sanctions, their willingness to stick with the agreement may be waning.

"We do see them debating amongst themselves as they've failed to realize the economic benefits they hoped for from the deal," Haspel added.

At the same time, Coats said intelligence analysts expect Iran to put greater pressure on the U.S. in the Middle East, with Iranian-backed Shia militias likely to pose a growing threat to U.S. troops in Iraq.

Cyber

Coats and the other intelligence chiefs warned lawmakers that Russia, China, North Korea and Iran would continue to pressure the U.S. in cyberspace.

"We expect these actors and others to rely more and more on cyber capabilities when seeking to gain political, economic and military advantages over the United States and its allies and partners," he told lawmakers Tuesday.

Coats said despite successful efforts to protect "the integrity of the 2018 midterm elections," the intelligence agencies expected Russia, China, Iran and others to target the 2020 U.S. presidential elections.

"We expect them to refine their capabilities and add new tactics as they learn from each other's experiences and efforts in previous elections," he said.

Venezuela

Coats called the situation in Venezuela, where the U.S. has officially recognized Venezuelan legislative leader Juan Guaido as the country president, "tenuous."

In an effort to support Guaido and constrain Venezuela's President Nicolas Maduro, the U.S. on Monday slapped sanctions on the country's state-run oil company.

But Coats said he expects Cuba, Russia and China "to prop up the Maduro regime's security or financing," and that the deciding factor could be the country's military.

"The influence of the military on that decision … probably is key to what direction we might go in," he said.

U.S. border

Despite the heavy focus from the White House and the Department of Homeland Security on the need for a border wall, the intelligence chiefs made no direct mention of threats along the southern U.S. border with Mexico.

Coats said he expected Mexico would "pursue cooperation with the United States as it tries to reduce violence and address socioeconomic issues, but authorities still do not have the capability to fully address the reduction, the flow and trafficking of the drug cartels."

Coats also warned that high crime rates and economic problems "will continue to spur U.S.-bound migrants from El Salvador, Guatemala and Honduras."

The Worldwide Threat Assessment report also warned of increased migration pressures worldwide due to a combination of a slowing global economy and climate change.
